  2. マーケットにフレンドリーなこと。経済政策は、市場を直接動かそうとするのではなく、市場が発するシグナルを読み取り、相互に対話しながら進めていく必要がある。
  3. 国際標準に合致していること。グローバル化した世界の中では、日本でしか行われないような経済政策は、国際的な理解を得られず、思わぬ副作用を生む。
