こうしてみると、ここ 13 年の間、結構自衛隊って海外に行ってたんだな、と思う。私は日経を読み始めたのが就職活動を始めてからなので 1992 年、そして SAPIO を年間購読し始めたのが 1997 年くらいだったろうか。日経、SAPIO を読み始めるまで政治経済には興味がなく、というか知識もなかった。だから 1991 年の湾岸戦争のときの自衛隊法による派兵に関しては、私の場合は学生で遊びまくってた時期と重なり、正直言ってそんなことにはまったく興味がなかった。しかし今こうしてみると 1991 年の湾岸戦争の派兵は武器なしだったのか、と恥ずかしながら気づく。

対して今回のイラク派兵は無反動砲までも OK だから、1991 年の派兵はかなり無茶だったのではと思える。ということは、今からあと 10 年くらいすると 「2004 年の派兵は、行けばテロの標的にされる可能性もあり、かなり無謀、法律的 （いや憲法） にも矛盾」みたいな回顧がされるのだろうか。もはや世界は 9・11 を境にテロという見えない敵…戦争に突入していると言ってよいのではないだろうか。今回のイラク派兵で日本は金だけでなく人的側面でも参戦したということだ。

イラク派兵のニュースを見るたび、3 年前 （2000 年） にニューヨークのビジネススクールで短い間だが一緒だったイタリア人の女性が言っていたことばを思い出す。

「アメリカ…クリントン （当時） は嫌いだ。なぜなら 『戦争』 を始めた。 イタリア人はみんな反対してたのに、イタリアの軍隊が参加させられた！」

最初は 「戦争」 とは何のことかわからなかった。「戦争って！？」 と訊くと、当然のように 「（1999 年の） コソボ紛争における NATO のユーゴ空爆」 のことだと答えた。彼女は確かに 「戦争」 と表現した。

地理的にイタリアとユーゴは近い。イタリアからすると戦争しに行くのと同じ感覚なのだろう （確か、そう言ってた気がする）。

一方で私は、彼女と話すまでは、日経では 「NATO 軍」 と報じられるから、NATO がひとつの意思のように見えてしまっていた。彼女と話してからは、NATO は多国籍軍であり、そして詰まるところアメリカの意思であり、しかしその NATO 軍の中は欧州のさまざまな国で構成され、その国ごとに違う意思や感情、事情があるのだ、ということに気がついた。

今回のイラク派兵に関して、私の中では上の NATO のユーゴ空爆がオーバーラップしていた。さっきネットで検索したら、それを裏付ける （？） かのように、以下、よいサイトが見つかったので紹介しておく。

しかし、今回の空爆は、セルビア側だけが悪者にされている不公平さに目をつぶったとしても、きわめて異常なものだ。例えば、

  1. 国連安保理にはからずNATOが単独で決定したという点。
  2. まず経済制裁が発動され、その効果がない場合に武力制裁、という通常のプロセスがいっさい省略された点。
  3. 最後通告がない、いきなりの空爆、しかも工場や橋など民間施設や、人口密集地のベオグラード中心街を含む全土空爆という点。さらに
  4. 問題解決にほとんど効果がない点、
  5. 空爆後のプランがはっきりしていない点、

などなど、一般に報じられている「 NATO 結成史上初の主権国家に対する武力行使」 にとどまらない、異常事態のオンパレードなのだ。

さて、これを読んで今回のアメリカがイラクに仕掛けた戦争…

  1. 国連無視（フランス、ドイツ、ロシア、中国は反対）で米（英）が単独で攻撃を始めたという点。
  2. 大量破壊兵器隠蔽という大義名分…しかし結局見つからず（イタイイタイ）。
  3. 「戦闘終結」はしたが「戦争終結」はしてない点 （戦争終結してしまうと戦勝国としての義務（ジュネーブ条約）が発生するからだ）
  4. 戦闘終結後、テロが多発している点。つまりイラク国内ではブッシュが戦闘終結宣言をしてから半年経っても戦闘は終結してない点。そして、
  5. 「今でも米国の兵士が犠牲にならなかった日の方が少ない」点。
  6. 日本の外交官まで「暗殺」さている点。つまり泥沼にハマっている点 （戦争後のプランがはっきりしてないからこういうことになるんじゃないか！？）。

ユーゴ空爆と対比して、イラク戦争はどうだろう。これから、自分の子どもに、この現状をどう伝え、どのような世の中にしていくか大人は考えることによって、ヒントが見つかるかも知れない。
