翻って日本はどうだろうか。私が Newsweek の特集記事を 2年前にアメリカで見たとして、日本では、自閉症に限らず、どれだけ障がい者に対することがマスコミなどで触れられただろう。インターネットやケータイはこれほど浸透したのに、そして CM でしきりに「ADSL」なんて言葉が繰り返し放送されるのに、「自閉症」などの言葉がマスコミから聞かれたことはほとんどないだろう (民法でも自閉症のドラマは 2本あった。最近では NHK が放送した自閉症のドラマのような番組がもっと増えるとよいと思う) 。

　政府は、知的障害者の政策について現在の施設入所中心から地域の中で生活する「脱施設」に転換する方針を固めた。これまで施設を増やしてきたが、０３年度から５年間の「新障害者プラン」では新たな入所施設建設の数値目標を盛り込まない方針だ。地域での新たな受け皿として、障害者が少人数で生活するグループホームの
拡充も検討されている。
　０３年度から１０年間の障害者政策の基本方針を示す「新障害者基本計画」では、「本人の意向を尊重し、入所者の地域生活への移行を促進する」「障害者は施設という認識を改める」「入所施設は真に必要なものに限定する」などとして脱施設の方向を打ち出す方向だ。１２月中に閣議決定される。

　多くの先進国では脱施設が進んでいるが、日本では約４６万人の知的障害者のうち約１３万人が施設で暮らし、その多くが１０年以上の長期入所だ。

　現在の障害者プラン（９６～０２年度）は、障害のない人と同じように社会の一員として暮らす「ノーマライゼーション」の理念を掲げてはいるが、実際には約９万５０００人分の知的障害者入所施設の整備目標を立て、建設を進めてきた。

　厚生労働省は新プランで数値目標を設けないことについて、「施設を今後一切造らないということではないが、目標を掲げて整備を促進することはノーマライゼーションの理念と整合性がとれない」としている。新プランは１２月中に策定される。

　入所施設は戦後、地域の支えがない中で、「自分たちが死んだ後どうなるのか」という親の不安を背景に整備が進んだ。しかし近年、障害者や家族から「社会で普通に生きたい」と、グループホームなどで暮らすことを望む声が高まっている。
